Summary Of Position

Under general supervision by the Chief Building Inspectors, the purpose of the position is to ensure compliance with the ICC Building Codes and City Ordinances. Employees in this classification perform skilled level work. Position is responsible for inspecting and certifying new, existing, and altered buildings and structures. Performs related work as required.

Essential Functions/Knowledge, Skills, & Abilities

Essential duties and responsibilities include:

  • Inspecting new and existing residential, commercial, multi-family, and other buildings and structures for critical life safety standards.
  • Using knowledge from studying and training on Codes and standards to verify conformance with adopted International Codes, construction documents, and the City's Code of Ordinances.
  • Safely driving a City vehicle to all inspection sites as assigned.
  • Effectively communicating addressing the needs and concerns of contractors, homeowners, developers, designers, and the general public regarding City inspection requirements.
  • Demonstrating knowledge and proficiency in the areas of building, electrical, mechanical, and plumbing codes.
  • Working independently to manage time, plan routes, and execute assigned inspections.
  • Documenting inspection results that are thorough, clear, precise, and accurate into computer database to track and maintain inspection records.
  • Demonstrating knowledge of common software applications and inspection database software on a tablet and laptop computer.
  • Responding to phone calls from citizens and building professionals regarding inspections.
  • Investigating and responding to construction complaints from the general public.
  • Complying with all written City and department policies and procedures.
  • Complying with safety standards, including prompt reporting of incidents.
  • Adhering to assigned work schedule as outlined in City and department attendance policies and procedures.
  • Participating in special team projects.
  • Achieving ICC certification in either residential or commercial building within 6 months of employment.
  • Periodically leading department training.
  • Working outdoors in inclement weather conditions, including periods of extreme heat and cold.
  • Maintaining focus while managing a variable and often heavy workload to complete 100% of assigned inspections each day.
  • Determining if construction work may be covered and if construction can move forward.
  • Performing related work as required.

Other job functions include:

  • Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.
  • Requires the ability to perform coordinated movements involving placing and turning motions, such as climbing, walking over uneven surfaces, utilizing a screw and nut driver, circuit tester, level, tape measure, water meter key, and operating a vehicle.
  • Meet the City driving standards and the ability to pass a background check and drug screen.
  • The ability to work in a team environment; contribute as a team member and treat co-workers, subordinates and customers with respect.
  • Build professional relationships with internal staff and customers.
  • Offer flexibility and adaptability, especially during times of change.
  • Communicate effectively both orally and in writing.
  • The ability to review and interpret construction plans, architectural and engineering drawings is required in the effort to apply and enforce applicable State and local building codes.
  • Able to compare plans to existing conditions to determine if deviations exist.
  • Able to recognize the need for a permit or additional review.

Required Qualifications

Minimum qualifications include:

High school diploma or GED. Two (2) years previous related experience with training in the construction field. ICC Residential or Commercial Building Inspector certification is preferred or must be obtained within six (6) months of employment.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.

Preferred qualifications include:

ICC Combination Inspector certification and a Texas State Plumbing Inspector license.

Conditions of employment include:

  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver's License.

Physical demands include:

Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). Some tasks require visual and odor perception and discrimination.

Work environment may require exposure to strong odors and/or smoke, traffic hazards, extreme heat/cold or extreme weather conditions.
