Strategic Lead Government Specialized Deposits & Collateral Solutions

Lead the strategy, roadmap, market targeting, and business case for RBC's next-generation platform offering collateralized specialized deposits to large public-sector clientssuch as U.S. states, municipalities, and public institutionsmanaging billions in deposits under strict regulatory and collateral requirements.

Core Responsibilities:

  • Develop the end-to-end strategy for government-focused specialized deposit and collateral management solutions
  • Build a robust business case for internal approval, including market sizing, revenue potential, compliance alignment, technology investment, and ROI
  • Define a 12-month execution and pilot roadmap for solution buildout and go-to-market
  • Identify and prioritize target markets (e.g., top U.S. states, public universities, health systems, school districts)
  • Lead client discovery with state CFOs, treasurers, or public finance offices to validate needs and co-create solutions
  • Translate regulatory and operational requirements into product features and platform workflows in collaboration with RBC and Valtech teams
  • Align cross-functional stakeholders across RBC's treasury, public sector banking, risk, legal, technology, and operations functions

Ideal Profile:

  • 10+ years in treasury, public finance, government enterprise, or regulated deposit product strategy
  • Strong understanding of state-level compliance, public funds collateralization rules (e.g., NY GCL, 1031, or other state-specific public deposit frameworks)
  • Experience as a public sector treasurer, comptroller, or advisor to state/local financial institutions is highly preferred
  • Proven ability to build and present executive-level business cases and market-entry strategies
  • Familiar with large-scale cash management platforms, collateral management, and treasury systems
  • Bonus: Exposure to agentic/AI-enabled automation, banking-as-a-service platforms, or digital product development in banking or fintech

Success Metrics (First 6 Months):

  • Developed and secured approval for a business case and investment plan for the new platform
  • Prioritized top 35 target states or government entities based on opportunity size and regulatory alignment
  • Initiated one or more client pilot/co-creation engagements with state-level treasury teams
  • Delivered a validated product roadmap, including risk/compliance integration and collateral management architecture
