Job Description

Collin County is seeking candidates for the position of Engineering Project Manager. This role supports the Engineering Department by overseeing a range of engineering functions related to roadway improvements, development regulations, floodplain management, and transportation planning. Work is performed under the direction of the Assistant Director of Engineering.

Primary Functions

  • Manage large, multi-year county roadway improvement projects.
  • Oversee project design, land acquisition, utility coordination, and construction.
  • Manage acquisition of land and right-of-way for roadway and freeway projects.
  • Assists with hiring of and managing companies for all steps in the land acquisitions process.
  • Coordinate consultants for surveys, appraisals, negotiations, and legal services.
  • Present recommendations to Commissioners Court on acquisitions and transactions.
  • Work with developers, engineers, and contractors on development review processes.
  • Review plats and construction plans for regulatory compliance.
  • Assist with floodplain management activities and compliance.
  • Oversee infrastructure construction in new developments.
  • Assist with transportation planning and Mobility Plan updates.
  • Evaluate transportation alternatives and future mobility strategies.
  • Coordinate with regional agencies on mobility planning efforts.
  • Perform other related duties as assigned.

Minimum Qualifications

  • Must possess the knowledge necessary to understand basic operational, technical, or office processes.
  • Bachelor's degree in Engineering or a related field.
  • Minimum of five (5) years of relevant experience.
  • Licensed Professional Engineer (PE) in the State of Texas.
  • Must possess and maintain a valid Texas Drivers License with an acceptable driving record.

Starting Salary: $105,069 per year
