Summary
Responsible for providing leadership and managing the daily activities of all building safety inspectors, and limited public worksinspections under the direction of the Building Official.

Essential Functions and Other Important Duties
DUTIES

  • Interpret and enforce adopted codes, city ordinances and development requirements for the City.
  • Plan, set policy, andprovide direction to staff to protect lives and safety of citizens through the enforcement of building, plumbing, mechanical, electrical, energy, fuel gas codes, general design standards, Denton Development Code, Denton Municipal Code and other State and federal regulations.
  • Perform complex inspections and train inspectors in support of the City's one-stop shop program.
  • Provide code review revisions.
  • Serve as a liaison between department employees and external organizations; represent the City at a variety of meetings, public events, training sessions, on committees, and other related events.
  • Participate in coordinating the exchange of departmental information within the organization, with external agencies, and with the public.
  • Monitor performance data against existing or new performance targets, identify areas that need attention, and train and mentor staff on how to evaluate performance, including seeking root causes and developing action plans.
  • Provide leadership and direction in the development of short and long-range division and department plans; gather, interpret, and prepare data for studies, reports, and recommendations; coordinate departmental projects and activities with other departments.
  • Build and enhance relationships within various sectors of the community (i.e. neighborhood groups, school districts, businesses, chambers of commerce, universities, professional design firms, contractors, etc.) and seek opportunities to provide a positive image of the department and disseminate information about programs, services, and issues.
  • Make presentations to City Council, City Manager, and community groups as required.
  • Investigate violations and conduct field inspections.
SUPERVISORY/BUDGET RESPONSIBILITIES
  • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

Job Requirements
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
  • Bachelor's Degree from an accredited college or university in Architecture, Engineering, Construction Management, or related field; and,
  • Five (5) years' experience in building inspection or related field; and,
  • Five (5) years' experience construction/design or related field; and,
  • Five (5) years' experience in a management or supervisory capacity; and,
  • Must have ten (10) valid International Code Council (ICC) certifications; and,
  • Must have or obtain a valid Certified Building Official (CBO) certification within 24 months of employment; and,
  • Must have or complete the following Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) courses: 100, 200, and 700 within 18 months of employment.

Environmental Factors and Conditions/Physical Requirements
CONDITIONS OF EMPLOYMENT
  • Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law).
  • Must pass a drug test, driver's license check, criminal history background check, employment history verification, and social security number verification.
  • Must pass a physical examination.
  • Must have ten (10) valid International Code Council (ICC) certifications.
  • Must have or obtain and maintain a valid Certified Building Official (CBO) certification within 24 months of employment.
  • Must have or complete the following Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) courses: 100, 200, and 700 within 18 months of employment.
SAFETY
  • Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs.
  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
  • Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to leadership.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals; work with measuring instruments, testing devices, and operates motor vehicle.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Lifting no more than 50 pounds and carrying up to 25 pounds.
  • Environment: Works in an office setting and laboratory setting with and around animals (including diseased, injured and/or potentially aggressive animals) and outside with exposure to sun, heat, cold, humidity, and inclement weather, noise, dust, no/low light, insects, poison oak/ivy, debris, confined spaces, mold, chemicals, odors, heights, potentially hazardous conditions, steep slopes, uneven ground, and rough terrain; occasionally requires irregular and/or prolonged hours.
  • Travel: Travel to City of Denton buildings and professional meetings as required.
  • Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, holidays, and weekends, as needed. Must attend regularly scheduled and special meetings.
