Summary

Responsible for managing all Building Inspections Operations assisting in the administration of the Building Inspections Division, participating as a member of the Management Team for the Development Services Department, and enforcing all building, plumbing, mechanical, electrical, and zoning codes.
Essential Functions and Other Important Duties

  • Supervises Division staff responsible for field inspections and coordinates the Building Inspection Program, including but not limited to establishing procedures, assigning work, conducting training, and evaluating staff.
  • Provides information to the public, contractors and architects; interprets code requirements for builders, subcontractors, designers, owners, and members of the general public.
  • Conducts field inspections of the more complex or difficult building construction, plumbing mechanical, or electrical installation in all stages of completion in residential, business, or public buildings to ensure compliance with applicable building, electric, plumbing, mechanical, and safety codes, safety orders, ordinances, and regulations.
  • Establishes Performance and Customer Service expectations and routinely evaluates satisfaction levels of our customers, contractors, builders, property owners, consultants, and the general public.
  • Creates and implements Training Modules and performance measures for inspectors and regularly evaluates inspectors for knowledge, behavior, and performance benchmarks.
  • Spot checks new construction projects to ensure inspections performed and deficiencies noted are consistent for all inspectors and in compliance with applicable codes and ordinances.
  • Investigates violations of related codes and ordinances.
  • Resolves controversial and politically sensitive disagreements and problems concerning inspections and compliance.
  • Verifies Certificates of Occupancies issued for industrial and commercial businesses are complete and contain all required information.
  • Assists other departments by providing information on status of permits issued and inspections performed.
  • Reviews and evaluates codes and ordinances, and makes recommendations for change.
  • Writes reports for and attends HaBSCo, and other Boards and Commissions meetings, as deemed necessary.
  • Operates a variety of machines and equipment, such as automobile, camera, measuring tapes and wheels, calculator, and computer equipment.
  • Works with the Building Official to establish division goals and priorities.

Job Requirements

Minimum Qualifications / Acceptable Equivalency:
• Bachelor's Degree with a concentration in an applied science experience
• Five years' experience in building inspection or related field
• Five years' experience construction/design
• Five years' supervisory experience
• Must have six (6) valid International Code Council (ICC) certifications
• Must have or obtain a valid Chief Building Official (CBO) certification within 24 months of employment; and,
• Must have or complete the following Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) courses, 100, 200, and 700 within 18 months of employment
OR
• Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

• Ability to anticipate and resolve problems before a crisis ensues.
• Ability to make prompt decisions on complex matters and make evaluations concerning day-to-day operations.
• Ability to maintain regular and punctual attendance

Preferences:
• Bilingual in Spanish and English
• International Code Council Certification as a Building Official
• Texas State Board Plumbing Inspector License
• Additional model building code certifications

Conditions of Employment:
• Must have a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law).
• Must pass a drug test, driver's license check, criminal history background check, and social security number verification check.
• Must pass a physical examination.
• Must be able to work outside of regular business hours as required.
• Must possess six (6) valid International Code Council (ICC) certifications.
