Building Inspector

Responsible for performing a wide variety of inspections to support the City's one-stop shop philosophy in the built environment. Inspections include building inspections, electrical, mechanical, plumbing, construction inspections and other inspections related to the City's zoning ordinances. Work is performed with limited supervision.

Essential Functions:

  • Consults with contractors, builders, property owners, and officials to recommend changes and provide instruction for avoidance or correction of deficiencies and violations.
  • Performs field inspections of public and private construction and improvements for violations and/or compliance of plans, standards, specifications, regulations, permits, zoning and/or City code ordinances; inspects, approves, and/or rejects phases of construction.
  • Conducts field inspections of work in progress to ensure the quality of materials used, standards of workmanship, contract compliance, and/or other related issues.
  • Prepares and issues verbal warnings, violation notices, and stop work orders to construction projects not being built in compliance with City standards and/or other applicable regulations; schedules and conducts formal hearings; maintains case files regarding inspections and violations; prepares monthly report files.
  • Reviews and interprets approved construction plans, specifications, and special provisions as a basis for monitoring construction activities.
  • Attends meetings and addresses concerns of interested parties.
  • Provides excellence in customer service.

Maintains regular and punctual on-site attendance.

Additional Duties:

  • Performs office work/plan review occasionally
  • Performs other duties as assigned

Minimum Qualifications/Acceptable Equivalency:

  • High school diploma or GED equivalent
  • Two (2) years of building inspection or plan review experience (an electrical license or plumbing license will substitute for two years of experience).
  • The following Model Code Certifications: State of Texas licensed Residential Plumbing Inspector, Residential Energy Inspector/Plans Examiner, Commercial Energy Inspector, and Residential Building Inspector upon hire.

    • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Preferences:

  • Bilingual in Spanish and English
  • International Code Council certification
  • Texas State Board of Plumbing Examiners Plumbing Inspector License
  • Previous customer service or municipal experience

Conditions of Employment:

  • Must have a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver's license check, criminal history background check, and social security number verification check
  • Must pass the Texas State Board of Plumbing Examiners exam for a Texas State Plumbing Inspector's license within 18 months of employment
  • Must obtain Residential Mechanical Inspector, Residential Electrical Inspector, Commercial Energy Inspector, and Commercial Building Inspector license within 18 months of employment
  • Must take and pass FEMA NIMS courses 100, 200, and 700 within 18 months of employment
  • Must pass a physical examination
  • Must be available for on-call duty
  • Must be able to work overtime when requested
  • Must attend and successfully complete the City's Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business)

Environmental Factors: The essential functions of this position are performed primarily outside at inspection sites with some work in an office environment. Incumbent is exposed to high and low temperatures, high humidity, fumes, gas, and dust.
