Substation Project Manager

Position Summary

Under general supervision, the Substation Project Manager 2 manages standard substation projects or defined scopes within larger programs. The role owns day-to-day schedule, budget, risks, and contractor coordination; leads cross-functional execution with Engineering, Operations, OT, Supply Chain, and Compliance; and ensures deliverables align with PUCT/ERCOT/NERC expectations and CoServ procedures.

Primary Position Responsibilities

  • Build and control integrated project plans (scope, schedule, budget, quality, communication, risk).
  • Lead vendor and contractor execution to safety, quality, and contract requirements; track performance.
  • Manage cost forecasts, accruals, and change orders; maintain EAC and contingency per guidelines.
  • Facilitate permits, easements, and external approvals with AHJs; coordinate pre-construction requirements.
  • Drive readiness (materials, long-lead equipment, outages, switching/energization windows).
  • Lead weekly progress and look-ahead meetings; update KPIs and dashboards; escalate variances early.
  • Ensure documentation completeness: RFIs, submittals, FAT/SAT records, test reports, as-builts, O&M.
  • Implement change management plans for new equipment, processes, or operational impacts.
  • Close projects with punch-list burn-down, financial closeout, and lessons learned.
Secondary Position Responsibilities
  • Mentor PM 1 and coordinate work assignments for coordinators.
  • Contribute to template/standard updates and vendor scorecards.
  • Support development of annual capital plans and cash-flow forecasts.

Position Requirements

Education, Experience, and Certifications Required
  • Bachelor's degree in project management, engineering, business administration, or related field.
  • 2 years of project management experience, including complex utility substation projects.
Education, Experience, and Certifications Preferred
  • 4 years of project management experience, including complex utility substation projects.
  • Experience leading EPC and design-bid-build delivery on greenfield/brownfield sites.
  • Project Management Professional (PMP) certification or equivalent.
Skills and Abilities Required
  • Proficiency with scheduling (e.g., MS Project/Primavera), cost control, earned value, and risk management.
  • Strong stakeholder leadership and vendor management; effective meeting facilitation.
  • Working knowledge of utility regulatory context (PUCT/ERCOT/NERC).
  • Clear, concise status reporting to management and field partners.
Skills and Abilities Preferred
  • Familiarity with outage planning, commissioning windows, and energization checklists.
  • Basic understanding of OT/IT interfaces (SCADA cutovers, time sync, data naming).
Physical Requirements
  • Ability to lift a minimum of 25 pounds.
  • Ability to sit for long periods of time
  • Drives company vehicle as needed.
  • Operates office equipment such as a computer, telephone, fax machine, copier, etc.
  • Works in potentially hazardous conditions caused by pets and wildlife in or near the work site.
  • Works in areas with possible exposure to poison oak, poison ivy, and insect stings.
  • Exposure to outdoor environments, including high-voltage facilities, requiring adherence to strict safety protocols.
  • Occasional extended hours may be required during critical project phases or regulatory deadlines.

  • Must have and maintain a valid Texas driver's license.
