Position Summary
Performs professional budgeting, research, and management analysis such as providing annual budget support and research and analysis related to financial objectives. Work requires limited supervision and the use of independent judgment and discretion. Provides guidance to city staff related to budget preparation and management.
Distinguishing Characteristics: First-level class of series. Under general supervision, performs professional duties such as preparing recurring reports and analyzing, interpreting, and summarizing data. Employees at this level initially work under close supervision while performing duties and learning the procedures related to the assigned area of responsibility.
Essential Functions
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
- Participates in preparing the City's annual budget and related supporting documentation including benchmarking tax base data; preparing and conducting city-wide budget entry training for employees; preparing budget agendas; preparing budget presentations; reviewing departmental budget submissions; participating in departmental and executive team budget reviews; participating in City Council budget work sessions and meetings; preparing and distributing final budget documents; responding to budget inquiries; and reviewing budgets monthly.
- Monitors the Capital Improvement Project (CIP) Funding including monitoring expenditure levels; moving, adding, or removing funding for projects; creating, modifying, and closing capital projects; meeting with directors; updating CIP report every other month; and creating list of transfers out to CIP accounts annually.
- Responds to miscellaneous budget inquiries including researching expenditure trends in departmental budgets as needed; investigating sources of funding and locations of available budget; and meeting with staff to discuss findings.
- Performs on-going budget analysis activities including researching and analyzing operational, fiscal, and other data for applicable processes; conducting interviews and operational observations; developing reports and making recommendations based on findings.
- Performs analysis such as cost effectiveness studies; benchmarking; cost of service studies; and monitors media mentions and trends.
- Monitors personnel expenditures throughout the year including analyzing trends, calculating salary savings; monitoring overtime, on-call pay, and certification/assignment pay trends; and assisting the Finance Department with grant reconciliations.
- Reviews and approves budget amendments from departments requesting to add or remove funding from operational accounts within their respective budgets.
- Creates, manages, and updates budget dashboard and standard operating procedures on a regular basis.
- Develops the annual adopted budget document in accordance with GFOA Distinguished Budget Presentation Award requirements.
- Creates and oversees the City Manager's Office, City Secretary's, and Non-Departmental annual budgets.
- Performs other duties as assigned.
Position Qualifications Education: Bachelor's degree in business, public administration, Finance, Accounting, or related field required. Master's degree in public administration preferred.
Experience: Two (2) years of progressively responsible financial, administrative and/or management experience required. Experience analyzing or writing queries, electronic report writing, small application development or business/process analysis and improvement preferred.
Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job is an acceptable substitute for the above specified education and experience requirements.

Physical Demands and Working Conditions:
This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
