Responsibilities
- Review purchase requests for completeness, required pre-reviews and pre-approvals, fair and reasonable pricing, and compliance with rules and policies, including urgency considerations.
- Determine the most effective procurement method to obtain requested commodities/services/construction while maximizing competition and ensuring compliance with laws and rules.
- Formulate, solicit, analyze, evaluate, and award solicitations, including developing specifications and terms and conditions; conduct pre-bid meetings when required; coordinate vendor questions and clarifications.
- Lead teams of program and subject matter experts through the evaluation of multiple proposals, interacting with vendors to ensure proposals are fully understood; award solicitations in compliance with procurement rules and regulations to the lowest responsible bidder or best-value proposal.
- Announce the ranked order of qualified professional services consultants resulting from a Request for Qualifications under Colorado statutes.
- Review purchase orders and small-dollar grant awards for compliance with procurement and fiscal codes, rules, and guidelines; determine fair and reasonable pricing; collaborate with division procurement liaisons to address deficiencies.
- Provide guidance to employees across divisions on procurement rules, statutes, and best practices; train staff on procurement processes and monitor vendor performance; assist agencies in efficient purchasing procedures.
- May conduct audits of discretionary purchases, contract monitoring, and other procurement activities as assigned.
Minimum Qualifications
Six (6) years of professional experience in procurement, purchasing, contract writing, with specific experience working with program managers to develop and draft contracts and oversee the contract approval process, or an equivalent combination of education and experience as defined by substitution rules.
Education options include: an accredited college degree in Business Administration, Contract Management, Procurement, Economics, Law, Supply Chains, Purchasing, Accounting and Finance, Public Administration, Business Law, Political Science, Government, or related fields; or an equivalent combination of education and experience. A Juris Doctor (JD) may substitute for education and experience. See substitutions section for details.

Preferred Qualifications
- Current or former State experience relevant to the position.
- Experience developing and publishing solicitation documents (e.g., Documents like RFQs, IFBs, RFPs).
- Experience managing proposal reviews and purchase-order processes.
- Experience interpreting and applying State Fiscal Rules, State Procurement Rules, or similar rules; proficiency with the Colorado Procurement Code.
- Project management experience.

- The current work arrangement for this position is remote/hybrid; occasional in-office work at designated locations may be required for meetings, trainings, and projects.
