Human Resources Generalist

Pay range $2,277.60 min to $2,732.80 mid bi-weekly

Under general supervision, performs professional, technical, and analytical Human Resources (HR) duties in risk management, leave of absence administration, program compliance, records management, benefits, employee relations, recruitment, compensation, and special projects.

PRIMARY DUTIES AND RESPONSIBILITIES:

MAIN ROLE:
  • Plans and coordinates the recruitment and selection process; monitors hiring process to assure adherence to HR policies; coordinates interview process, including coordination with hiring managers, testing and selection process.
  • Plans and coordinates the onboarding process.
  • Consults with staff and managers to evaluate, facilitate and resolve HR issues, including recruitment, compensation, benefits, employee relations; completes special projects as assigned.
  • Conducts group orientations, and counsels individual employees on HR policies and issues.
  • Researches and assists with developing and revising personnel policies and procedures and applicable forms.
  • Responds to and completes requests for salary and benefits surveys and benchmarks.
  • Reviews and monitors agreements with City insurance carriers and consultants and works with providers to resolve benefit issues.
  • Assists with the design, development and distribution of flyers, posters, emails, and brochures to promote departmental events or to provide general information.
  • Assists with employee investigations.
  • Responds to requests for information and assistance from employees, management, outside agencies, and the public; explains personnel policies and provides assistance and technical information within scope of authority; refers technical questions and matters requiring policy interpretation to Director for resolution.
  • Conducts organizational studies; researches personnel issues and regulations; conducts surveys of comparable organizations, including compensation and benefits surveys and analyzes results; collects financial, technical, and administrative information and compiles data for project reports.
  • Monitors documents, procedures, and policies for compliance with federal, state, and City policies and practices; maintains HR records and confidential employee personnel files and assures compliance with state and federal regulations.
  • Cross-trains in all Department functions.
  • Maintains absolute confidentiality of all work-related matters, personnel records, and information.
  • Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or critical incidents as determined by the City.
  • Maintains the integrity, professionalism, values, and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
  • Cooperates with co-workers professionally to accomplish work efficiently and effectively.
  • Has regular, predictable attendance; attendance is a factor in continued employment with the City.
  • Performs other duties as assigned or required.
AS NEEDED OR ASSIGNED:
  • Manages employees' leave of absence including Family Medical Leave Act (FMLA), Short Term Disability (STD), Military (USERRA), Workers' Compensation (WC), Non-FMLA, and Administrative Leave.
  • Interprets and understands all relevant and required documentation for certifying or denying FMLA, STD, Military, WC, FMLA, Non-FMLA, and Administrative leaves according to all applicable federal and state laws and regulations. Researches leave laws, interprets the applicable laws, and applies findings to determine applicable coordination between state and federal law.
  • Complies with all existing governmental and labor legal and government reporting requirements including any related to Equal Employment Opportunity (EEO), the Americans With Disabilities Act (ADA), the Department of Labor, and so forth.
  • Provides assistance and training on compliance with laws, rules, and regulations; conducts safety and educational training programs, and coordinates contracted training programs.
  • Coordinates return to work and modified duty programs for injured employees.
  • Reviews, tracks, processes, and documents accidents and claims against the City; assures compliance with City policies, and Federal Occupational Safety & Health Administration (OSHA) rules, regulations, and time constraints; reviews reports for completeness and clarity of information; assures that all legal and procedural requirements are met.
  • Performs research and analysis on accidents, incidents, and special HR projects, and prepares reports based on findings and results.
  • Administers the performance appraisal program, including monitoring completion of all appraisals in accordance with established time frames.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's Degree in Human Resources, Business or Public Administration, or related field; AND two years of Human Resources program administration experience, preferably in the public sector; OR an equivalent combination of education and experience may be considered.

Required Licenses or Certifications:

  • Must possess a valid Texas Driver's License.
  • Certification as a Professional or Senior Professional in Human Resources (PHR/SPHR) from the HR Certification Institute (HRCI) or from the Society for Human Resource Management (SHRM) as a Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) is preferred; depending on the needs of the City, specific technical certifications may be required for some incumbents.
Required Knowledge of:
  • City organization, operations, policies, and procedures.
  • State and federal laws, statutes, rules, ordinances, codes, and regulations, including Americans with Disabilities Act (ADA) and Family Medical Leave Act (FMLA) rules and regulations.
  • Policies and procedures governing Workers' Compensation and risk management claims.
  • Federal Occupational Safety & Health Administration (OSHA) rules, regulations, and procedures.
  • Principles of record keeping case files and records management.
  • Principles of benefits program design and management.
  • Principles, practices and methods of compensation and classification research and analysis.
  • Legal, ethical, and professional rules of conduct for public sector employees.
  • Customer service standards and protocols.
Required Skill in:
  • Evidence of the practice of a high level of confidentiality.
  • Analyzing HR issues, collecting information, and recommending methods, procedures, and techniques for resolution of issues.
  • Interpreting and explaining technical HR policies and procedures.
  • Maintaining the confidentiality of City information, according to the standards of the Privacy Act of 1974, {5USC ยง 552A}.
  • Using sound judgment in applying established guidelines to resolve problems and disputes.
  • Developing and recommending compensation and benefits programs, policies, and practices.
  • Resolving problems regarding benefits programs and claims issues.
  • Using initiative and independent judgment within established procedural guidelines.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Operating a personal computer utilizing a variety of business software.
  • Effective communication, both verbal and written.
  • Effective time management.
Physical Demands / Work Environment:
  • Work is performed in a standard office environment.
  • Ability to lift/carry twenty-five (25) pounds; bending, stooping, and reaching as needed to file; sitting and/or standing for extended periods of time.
